Not quite sure how you settle on those two, there are sunnier parts of California than Sacramento and the area to the southwest of Upington has higher insolation values than Upington does. In terms of PV potential, the best location is northern Chile, southern Bolivia/Peru. It has the equatorial advantages, plus a dry cloudless climate, plus the altitude means that there is less than 1 atmosphere of attenuation.
In noway was it exclusive. It did seem a good idea to start where there are towns though.

It seems like itās a drastic temporary measure to protect sugar production from, naturally, a particular virus causing damage to sugar beet.

Modern farming is a disgrace. This is intrisically linked to mono-cultures where by virale pools accumulate due to growing the same crop year in year out. There is also the lobbies of sugar produceurs and seed manufacturers.
The sugar beet industry is very important to the EU as it diverts the reliance on sugar cane produceurs (who actually need that revenu but of cause requires massive transportation).
I note that France has also permitted the use of treated seeds (for 120 days). I also note that if it wasnāt for bees this probably wouldnāt get into the public domaine. SAVE OUR BEES!
It is not even clear how these PESTICIDES help against the virus (it is thought that they help the vigor of the plant however the virus profits from weakness created by seve sucking insects (who could also be transmission vectors for the virus)). Apparently these insects proliferated last year due to mild wet conditions.
More responsible farming practices could alleviate such problems but there is not enough interest in these solutions.
