He is a partial owner of the parent company that bought Spurs from Sugar and was the driver of them pursuing it. That’s why it was he has been chariman and Joe Smith is never anywhere to be seen.
Interestingly they did just announce that the old Arsenal CEO is taking that position with them starting in the summer, which is a role I believe Levy has unofficially had in his time as chairman. It’s always difficult to know from the outside how these structures work in practice, but especially when you combine it with them creating the new role of Chief Football Officer last year, it at least indicates some degree of Levy taking a step back.
He’s not. He is Chairman of the board, a position he holds as a representation of his ownership stake in the club. They have operated without an official CEO but as I stated above, they just announced the hiring of someone from this summer to fill that role. He is an employee of Spurs the way Tom Werner is an employee of Liverpool

Hardly a day goes by without someone describing the minute details of Brighton’s finance plan, or boardroom shenanigans at Wolves, or recent changes in Ipswich’s matchday meal menu.
It’s very impressive. Added to this, everyone also has an encyclopedic insight into all other sports, US politics, heavy metal and how to barbecue venison.

Levy has been in his role for a quarter of a century and in that time has had so much written about his role and his influence at Spurs you’d have to actively avoid consuming it to be a football fan and not know those details
