I had dinner last night with a senior officer involved with Operation Unifier, the Canadian military program to train the Ukrainian army that began in 2015. Absolutely fascinating to hear how completely they needed to transform the decision-making structure - and where the resistance was, and how it was overcome. At the start, the Ukrainian military was profoundly post-Soviet, top-down decision-making, initiative essentially punished as poor discipline. The first units through the program were some of the most experienced, which was a source of resistance - veterans who had seen combat being lectured to by peacetime soldiers who had not was never going to work. That was both exacerbated and somewhat solved by the fact that the Canadian CO (and many officers involved, including my friend) was a woman.

The mutual problem-solving approach they used to break down that resistance and encourage the growth of a culture of initiative (Canadian infantry training has been heavily influenced by Finnish experience in WW2, emphasizing problem-solving at the lowest possible level - which I believe is fairly common in NATO forces) was embedded from the very first cohort.

The professional pride that she takes in seeing how the Ukrainian army is performing is really striking - and she absolutely recognizes that the next such training operation is going to reverse the flow of expertise.

(that thing has a 50 calibre machine gun, and there are videos of it facing Russian soldiers and blowing them apart in old fashioned desperado western style almost point blank). It can also blow itself if it mined.
It’s small scale, but honestly a bit unsettling to my imagination (for I have a good one).
