There are 3 distinct avenues for City to be punished for this.

The premier league has the authority to expel city on a super majority vote as you describe. That is the version of this that requires City go and find themselves a new league to compete in, which based on normal rules (and none of this is normal) could not be any higher in the EFL than the second division (div 4 for us normal people).

The panel are able to impose separate penalties without need for approval of the clubs. They can recommend to the clubs that City are expelled and a vote will then be compelled, but they have numerous other options available to them that would see City removed from the league, potentially being handcuffed with additional restrictions causes them to spiral, and could impose them without having to engage the clubs to vote on it

There is also the new regulator that has lots of powers that can be wielded independently, including the forcible removal of owners from a club.

I understand there are many ways to punish City. But are there 15 out of 20 clubs willing to get them out of the league ?

I don’t see Aston Villa , Newcastle actually stepping up. Aston Villa’s transfer dealings with Chelsea etc in the recent windows isn’t well … ethical (for want of a better word)

Newcastle’s owners won’t want the rules as well. They’d love to be able to spend freely. Getting City relegated will put them in the future firing line.

I don’t see Chelsea stepping up as well too. And there are atleast 3-4 clubs whose loyalty can be bought. Especially by offering them academy players on very favourable terms etc.

I’m putting a fair amount of stock in the City owners pulling out altogether, assuming the appeal gets nowhere.

This is an affront to them, and the concept of saving face is especially strong in their culture. Bending the rules (they will see it as that) to gain an advantage is all fair game. Injecting untold wealth to overtake bigger clubs will have been seen by them as their birthright, and in some ways there’s a certain cultural clash that is coming to a conclusion here.

They are finding out that they are not in charge. They are finding out that their money does not mean they can buy their way towards whatever they want. They are finding out that there is a line, and something is going to be enforced upon them (we are all waiting to see what that will be) that they are doing all in their power to resist.

As such, I don’t think they will stick around. They will whine and complain their way all the way back to Abu Dhabi, claiming racism, unfairness, and all the rest of it.

I might be totally wrong with this but…

  • the PL wants City out and maybe Chelsea doesn’t want to upset the PL after the soft punishment they received.

  • Saudi and UAB don’t really get along these days and Newcastle might be ordered to vote against City.

  • if City gets voted out that might mean only two teams get relegated. Could be motivation for some teams to vote City out.

Would be great to see some Nepo Oil Sheik conceding defeat for once.

I want them to sell or bring forced to sell the club.

City in the Championship with further punishments that makes promotion nearly impossible for them in the next two seasons. Transfer bans. Players running away. Huge fines and suddenly in debt because there is no more financial doping.

If that happens i think they might end up like Leicester in a few years.

Although the Saudis do appear to have been complying with the rules at Newcastle.

Let’s see. I think the Saudi ownership read the situation better. Sportwashing to them might just be more important than attempting to cheat and win leagues.

I actually think it would be more fun to limit points deductions to PL seasons (I don’t know enough to know if the EFL can even deduct points from them for PL infractions).

So enough to send them down this season. Then whenever they get up they have another points deduction waiting for them to almost certainly send them down again guaranteeing yet another season outside the top flight.

Then next time they’re back up another deduction that means they could stay up but they’d have to fight for it and surely wouldn’t get European football.

That way they’re playing at least two entirely pointless seasons in the PL plus two seasons in the Championship before they even have a chance of becoming a PL regular again and pretty much a guarantee of five years out of Europe.

Basically waste their time. Make a few seasons almost pointless before they can try and rebuild.

It wastes the time of clubs in the Championship who effectively lose a promotion slot every other year.

Much simpler to just expel them from the PL, have the FL only accept them if they win promotion to League 2 from the National League, and then see if the National League will accept their application to join.

Nah, that’d kill the club.

Just send them back to being a yo-yo team and make them waste five years getting back to their pre-sheikh days.

On one of the podcasts I heard that according to league rules, the lowest the can be place is league two.

It will be down to what the legal entities are. The EFL covers the Championship, League 1 and League 2. If they don’t want them placed in any of those leagues then it falls on the National League.
