The police have not yet elevated the attacks to a terrorist incident, because to do so would require there to be a clear motive linked to an ideology. It’s an ongoing investigation, and that may yet happen as part of the enquiry.
The Government and Starmer are not involved in the police investigation or the CPS in any way.
