Joel Glazer is supposedly the one of the owners who is most involved, the closest to a CEO. They, and likely he, are responsible for keeping Woodward in too big a role far after it was apparent it was not producing footballing success. Part of the criticism is that they didnāt care as long as his stewardship continued to make them money, and so despite all the money they have spent, that is part of the reasons the calls for Glazers to leave is reasonable.
As to the second question, see the above. A complete lack of footballing knowledge running through the decision making of the club left āa bankerā in charge of too much football related stuff. Underneath him their scouting was terrible, which was why they flip flopped between letting their manager buy the players vs buying high profile players this banker had heard of and thought would produce a financial return a the investment. Ultimately that was Woodwardās strategy, and ultimately that is on the Glazers for allowing him to be in that role for long after it was apparent to everyone he was out of his depth.
As to the third, see the above. Each manager has been supported to a degree, but also each critically undermined. Sometimes in when they chose to turn the spigot off (right as Jose got them second and was one push away from a reasonable expectation of a title run), sometimes in terms of who was foisted on them (the two primary millstones of the Woodward era, Pogba and then Mourinho, were not wanted by the manager nor fit their style). But mostly it is the reality that this job is bigger than any one person, and so even if a manager is given licence to bring in 1 player he specifically wants, to be succesful you still need a team dedicated to finding the other players who will balance out the squad. Utd has been an empty shell of a club in tis regard for some time.
They did eventually realize they needed to put in place a different structure and so even before Woodwardās announcement of his exit they were planning on putting in place something that would split his responsibilities and put more footballing people in footballing roles. They eventually put in place a structure long enough before this window opened that they should have time to do at least a top level readjustment of the squad, even with the system underneath them broken. But they have still badly let down Ten Hag and left a side the previous manager said needed 10 replacements with not a single new player they have identified and brought in. FWIW, the football guy in place is well regarded, but that doesnt mean he lead the operation though. But it does mean weāre at least in a different era where people are in the jobs who have the background to do them. This is no longer ābankers making football decisions.ā
