The BBC piece on this says he communicated his intention to leave to the Newcastle hierarchy two weeks ago.
Seems like he recognised that he had done all that he could and perhaps didn’t have the energy to start the rebuild Newcastle need after losing all of their best players.

This was the argument players like isak and Bruno were signed with - PSR meant the team Newcastle were putting together would have to broken up. The bet they were told to make was come to Newcastle and aim on being the guy who plays well enough that they are the guy who brings in the huge fee Newcastle could use to cover their losses and reinvest into the team starting the next phase. But for one reason or another Newcastle never accepted their medicine

I wonder if Jason Tindall was consulted by Eddie Howe when he decided to step down? He seems to be joined at the hip, pegging his fortunes in the game to Howe.
Sometimes that’s what it’s like, a two for one combo. Other times, it runs its course and the number two is jettisoned to go and do their own thing.
I wonder what will happen to Tindall. Since there’s some history there with us, and he has shown himself to be a nasty piece of work, I hope he lands on his arse.
