I would keep Hughes, but have him report to Klopp. Hughes handles all budgets, contracts, wages, perhaps leads the scouting ands analytical side.
Klopp looks after long term footballing strategy, youth development, manager selection. Club culture and philosophy.
Transfer committee of Klopp, Hughes and the coach.
Coach, looks after tactics, player selection, first team player development.
