Social worker who assessed Sara Sharif’s parents didn’t identify father as a risk

Sara Sharif had more than 71 injuries when her body was discovered
An inexperienced social worker assessed Sara Sharif’s father as not posing any risk, despite being aware of an almost decade-long history of abuse allegations against him.
At a private hearing at the family court in Guildford in 2019, Urfan Sharif, 43 and Beinash Batool, 30, Sara’s stepmother, won custody of the schoolgirl.
It has now emerged that a Surrey County Council social worker who provided a report to the court had only been in the role for nine months.
The employee, who cannot be named for legal reasons, failed to provide any analysis of the harm posed by Sharif, despite detailing numerous allegations of violence made against him.
The family court documents were supplied to the press following an application by media organisations, including The Telegraph.
Sara, 10, was found dead at her home in Woking, Surrey, on August 10 last year having suffered months of torture at the hands of Batool and Sharif.

The couple were both found guilty of her murder following an eight-week trial at the Old Bailey and they are due to be sentenced on Tuesday.
Sara’s uncle, Faisal Malik, 29, who was living with the family at the time, was found not guilty of murder, but convicted of causing or allowing the death of a child.
At the time of the family court hearing in October 2019, Sara and her sibling had already been living with Batool and Sharif after they allegedly reported being abused by Sara’s mother, Olga Domin, 38.
The couple had applied, with Ms Domin’s consent, for Sara to live with them and their application was approved by a judge, who also cannot be named for legal reasons.
The Telegraph and other news organisations have applied to name the judge in the case, but were prevented from doing so by another family court judge, Mr Justice Williams

In making a decision on Sara’s custody arrangements, the judge considered the report made by the inexperienced social worker and ultimately accepted its recommendations.
The social worker noted that Sara and her sibling “appear to have suffered significant physical abuse” at the hands of Ms Domin.
They said that Sara said she had been “pinched, punched, threatened with lighters and being drowned in the bath” by her mother.
The social worker added it was likely that the children would be at risk of suffering physical and emotional abuse if they returned to their mother’s care.
“However, I do not have any concerns for the children remaining in the care of their father, as the children have reported being happy and feeling safe, and not suffering any form of physical abuse in the care of their father and Beinash,” they concluded.
The report goes on to state that Sara would “more likely to be living in a happy home environment whilst in the care of Urfan and Beinash”.
Batool and Sharif were deemed to be capable of looking after the children without “physically chastising them”
Overall, the social worker concluded, the couple were capable of providing Sara with “safety, stability, emotional warmth and guidance”.
They recommended that Sara live with Batool and Sharif and only have supervised contact with Ms Domin on a fortnightly basis.
It was said at the hearing by a member of Surrey’s social services team that “at the conclusion of the proceedings the intention would be that Surrey County Council children’s services do not have any further involvement”.
The senior judge at the hearing described the SCC document as a “very thorough report” and “a very good piece of work”, before going on to adopt its recommendations.

There was evidence the schoolgirl had repeatedly been restrained with packing tape and beaten with a metal pole and cricket bat.
Surrey county council has said an independent review of professionals who had contact with Sara’s family was under way.

What really hacks me off is the almost total inability to buy non chinese manufactured products. They have destroyed western manufacturing industries.
I have got resigned to all electrical goods coming from there but recently bought a pair of high end US brand walking shoes. The last pair have lasted 8 years and I have hammered them. I was genuinely shocked to see that my new pair are “made in China”.
All else aside, this is horrendous just from an environmental perspective.
But going back to that point, I think there’s an increasing geographical diversification from China towards Southeast Asia, particularly Vietnam? Still a lot of cheap plastic crap made in China however. I believe they’re trying to move up the value chain otherwise, which might mean that the quality of the new pair might not be worse necessarily.
It’s really annoying though if you wanted specifically to support local industry or buy them with a specific origin in mind. I know I prefer to support local or regional supply chains where I can simply because of the sustainability aspects, so that would really annoy me.
The security aspect of all of this though, is that for many things you can get away with, but given what the Russian invasion of Ukraine and the subsequent sanctions have shown, a lot of everyday objects are also quite essential, so geopolitical security would necessitate reshoring manufacturing capacity. Not sure how many companies/politicians got that memo though.

Very rare for this to happen as they will be put amongst other vulnerable prisoners and won’t be in the general prison population.
Thats why I am a big believer in terminating them, because doing the above costs more than you normal prisoner!

Sara Sharif is just the latest in a long line of similar cases…why is this continually allowed to happen? There are structures in place to prevent excatly this from happening. They are obviously utterly ineffectual, why is that not a national scandal?
