I thought the UK government passed a law banning a prisoners release or parol if they refused to say where a body was located in a murder case?

It’s hard to understand. It’s bad enough that he committed such a horrible murder, but to never reveal where her daughter’s remains are denies that poor woman even the chance of a funeral and a grave to visit,which must make things much worse to cope with.

“In the UK, if a murderer or manslaughterer refuses to disclose the location of a victim’s body, “Helen’s Law”, the Prisoners Disclosure of Information About Victims, requires the Parole Board to take this into account, significantly reducing their chances of release. This law aims to compel cooperation by ensuring non-disclosure is considered as a sign of continued risk.”

It’s a terrible thing that he did, and not in anyway to defend his actions, but you don’t get a lot of the detail in these short news stories. According to the documentation from the approval to move to a more open prison in 2023, he hasn’t refused to say where the body is, more that it can no longer be found based on where he disposed of it.

The claimant took the
police to the sites where he had disposed of Ms Taylor’s body, but due to the significant
time that had passed, her body was never recovered. The police have confirmed that
there is nothing more the claimant could do, in the circumstances, to seek the remains
of the body.

In terms of the impact on the relatives it doesn’t help, but it doesn’t seem like he is willfully refusing to say.
