Could a new owner be the end for Chelsea as big spenders on the transfer market?
I think it would take some time. They do have a large number of youth players that they can sell to raise funds each summer, but eventually, yes it would affect their spending

It might mildly restrain them in the future but it isnt going to bite. It doesnt apply to youth players nor to domestic loans, and so they are already under the limit that will be imposed next year.

Nah, use it to pay to rebuild the cities of Ukraine that have been damaged by Putins illegal war, then whats left over can be used to subsidise gas/electricity

He was in discussions for Derby County, not sure what stage that is at so not sure if he could just pull out to try for another club
