I think it would take some time. They do have a large number of youth players that they can sell to raise funds each summer, but eventually, yes it would affect their spending

Isn’t there also a change for the number of loans which might also affect them?

It might mildly restrain them in the future but it isnt going to bite. It doesnt apply to youth players nor to domestic loans, and so they are already under the limit that will be imposed next year.

Nah, use it to pay to rebuild the cities of Ukraine that have been damaged by Putins illegal war, then whats left over can be used to subsidise gas/electricity
