Procedurally, the request has to come from either Capitol Hill police, or the Mayor of DC. All he has to do is ignore the request, or delay, etc. The military is sidelined.

Trump is probably going to speak and tell the morons to stand down. The GOP will pretend this is fantastic and that Trump will deserve laurels for deescalating something he himself has wrought.
