The Middle Ages had a fair few I have read of (but it’s been a while since I studied this or read of it due to my interests). But I struggle to name them right now on the top of my head as examples. I am a bit empty and not in the mood for googling for them or going through my history books.
But not in recent history post industrialisation, no. Certainly not.

Think you are right,in one lousy month that fucking lunatic has undone 80 years of keeping the lid on the Kremlin and booked himself a seat at Putins table.
Sadly it seems unlikely that many countries have much choice other than developing some nuclear capability.
