You are comparing him to Trump and his arbitrary behaviour, which affects global economy and much more.
If most Americans wants to live in a Gilead light country under Johnson, I find it sad; but I doubt that his foreign policy would be arbitrary according to his mood and the last person he spoke to.
Perhaps it wouldn’t be as arbitrary, but I think you’re mistaking how much of this is current Republican orthodoxy.
