Nothing wrong what so ever with that. If you live there and pay taxes, you should ideally get in for a lot cheaper or even free. If you are a foreign tourist you have to pay a lot. Totally fine and imo how it should ideally be everywhere. It depends on how much tourism you want. Maybe you want some, but not a lot. That is fine. That one time ticket is on the steep-side though and I get that the one-time ticket is priced very high, but the annual version isnāt really (but there should be a studentās discount). Imo, if you are a foreigner and you want to make use of someoneā's national park for an entire year, you better be willing to pay 250 dollars.
The event farm at my motherās place has a version of the same. Locals get in for free (or locals wouldnāt come), everyone who is not a local must pay.
My opinion anyway 
This is imo a much better way to raise money on tourism (aka foreigners) than having insanely costly fees for foreign students (quite common in the West, sadly), because presumably, tourists have more money to spend than students and we also want those bright students from the lower socioeconomic strata.
