It is Russian propaganda, but I am leaning towards it being (mostly, but probably not exactly how it is worded) factual, for I have read similar reports in the past. If I was negotiating during war with Trump, I too would lean on psychologists and psychiatrists for expert advice, I think.

Like Arminius says, this smells a bit of like the American math used to value donations of surpluss and nigh obsolete military equippment sent to Ukraine (vastly overvalued due to munitions being close to and in some cases, over the expiry date).
It’s also a bit akin to Ukrainian math, for they too will do this if they shoot down a Tupolev 
I think it is more reasonable to suggest that most of those 110 mil have been “used” up since the 60s and 70s 
However, the plane of course still has great value. Primarily due to it’s strategic role as a missile bus and that new big bombers would cost a lot to produce. But the US has B1, B2 and soon B21.
The nice thing with the B-52 is primarily that it is cheap to use and can carry very big missiles and many of them. It is designed for industrial war against a peer power where millions of tons of munitions are dropped in a WW2 or WW 3 scenario. It can unload a lot of “iron” and destroy a town almost completely itself with dumb iron bombs alone, if used indiscriminatly like in WW2 or more recently, Syria and eastern Ukraine.

This is so outrageously corrupt and bad for us as a society to have our lawmakers be in a position where their decisions can made based on what is best for their individual investments. Sure, there are financial disclosure requirements that have to be filed, but the contents of those are not directly tied to identifying and dealing with COIs during the legislative process, and the penalty for not being compliant are trivial

Trump just blew up a careful compromise to get FISA renewed and his compromise head of intelligence confirmed - cancelling a Senate committee by way of social media, which was news to the Republican chair of that committee. Not only has he blown up weeks of careful compromise work on an impasse that began in May, but he has now linked to his pet voter ID project, seemingly out of the blue.
