Apparently he was on drugs. Arrested on suspicion of attempted murder and driving while under the influence. Shame on him. I hope the families receive justice.
The best news is that the 11 people still being treated in the hospital are in stable condition. Grateful that this wasn’t worse, which it could have been.

Don’t forget he was high on drugs therefore his judgement was flawed and as you said his reactions were to flee forward and toward people on the pavement. Thankfully according to the news every casualty recovered meaning there were no fatalities.
