It was a penalty. Front foot defending by Virg, usually it’s fine, but as Virg stepped in the player turned and there was plenty of contact to give that penalty.
Oliver has been on the payroll of Abu Dhabi and his level has gone to pot since he first emerged, but that was a penalty, fair and square.

Mo’s glaring miss, Hugo blasting one over the bar form 12 yards, and Virgil’s flick we’re all dangerous situations that didn’t come off…didn’t even count as shots on goal because of our profligacy rather than any ability of city’s defense to keep us at arm’s length
