I think even Arsenal fans expected more from him. It was the easiest season for a while to achieve 4th and he blew it. So I think he was a massive flop.

I think you are somewhat correct, the season has become largely one of removing the heavy earners from the wage bill which left their squad a little light. Qualification would have probably seemed remote last August. However, I just find Arteta whiny and quick to find outside excuses. Arsenal having the chance to finish 4th when the competition for that spot struggled to break away from them left them with a golden opportunity to snatch it.
Fair point, but at the start of the season, most people thought Arsenal were at best 5th, more likey battling for 6-7th, so saying he flopped is a bit harsh I feel - bottled it when the pressure built is probably more apt discription
I think start of season expectations have to be considered inline with other events that occur through the season though. If Arsenal were seen as fifth best and Utd implode (as they did) then the assumption would then follow that it is Arsenal taking their place or any team ahead of them if viewed 6-7th. Where Spurs viewed as being ahead of Arsenal last summer?

In my view, on par. Both were capable of finishing above each other, it just depended on how each teamsā season played out.
Levy must have given Conte assurances regarding a transfer budget this summer. Otherwise, I think he would be gone now.
