He shielded the ball until Bruno arrived and clearly the goalkeeper was confused as to whether Rashford was going to shoot or not.

Shielded from whom? What city defender defender tried to actually play it? None of them. They all just turned off, assumed Rashford was offside and didnt react the onside player running on to it and none of them were remotely close enough to Bruno to be affected by Rashford.

A player in an offside position who doesnt touch the ball is only offside if he impacts the ability of a defender to play the ball. There is more nuance to it when dealing with a keeper being unsighted on a shot from a player in an offside position, but in a situation like Rashford’s typically the the offside player is going to have to physically prevent a city defender getting to the ball. That is the rule/interpretation and has been for years. You may not like it but it is how the game is actually refereed.
Which city player was actually prevented from defending Bruno because of Rashford? Turning off because you assumed the ref was going to blow the whistle doesnt count.
