Pretty sure the ball goes off Joelinton, onto Gabriel, then to Gordon. The ball would have gone forward off Joelinton and therefore Gordon is offside.
They don’t have to. They just have to fail to clearly find the ball was out and VAR isn’t great at that. You could see clear green between the base of the ball and the line, but that doesn’t mean there was not a portion of the upper portions of the ball still in.

Edit: so it appears that VAR neglected to make a decision on 2 of the 3 incidents in question there (ball out and offside) because it didn’t have a good enough view to do so
