Terror can be effective. It can force surrender earlier. Despair and bad morale, Mariupol no water and food while having hospitals bombed, this can force earlier surrender and save Russian stormtroops.
This conflict does not have a diplomatic solution, is Germany still hiding their head in the sand ?
RU driving hard for military solution, and the only solution for Ukraine to stop them is military. Diplomacy for a Cease Fire hardly helpful for Ukraine.

I think under a different leader in Russia, there could be a peaceful solution, but to get to the point of a new leader in Russia would not be peaceful I fear.
