While her income in RT is high, Russians in general don’t have high income. 200 pound fine for ordinary Russians, is very high. Premier League is in another world when it comes to money and fines there are even low compared to what players earn imo.
200 pound fine for most Russians is effective deterrent. She gets away easy because of her previous job and pay, but she is out of work now in that regard.

Well, a naval landing may not be so easy without massive shore bombardment. And even then:

There may or may not even be combat formations on those ships. If Russia is struggling to maintain logistics down a 90km road, an amphibious landing is a very dangerous step. Mass landings go sideways really quickly, you need specialized training, practice, and planning, and even then they are a clusterfuck.

It can be a ruse or they can be full of infantry. If a ruse, it is to keep Ukrainian troops at Odessa stuck there so they can’t aid the nearby front. A ruse is highly probably as well, but we don’t know.
