NATO and the world in general, could certainly ship them what they need. Which is a lot of heavy weapons. Tanks, armoured vehicles of quality (IFVs) and a lot of high quality artillery as well as air defence. This is what they need to win the war; or stand a chance at winning the war in such a way that Russia must eventually give up.
No Fly Zone is the same as war against Russia though. Protecting the integrity of Ukraine’s skies is that. It involved a massive amount of Supression of Enemy Air Defences, also known as SEAD ops.
NATO won’t risk that. It is almost immaterial if I think it could technically be done or not, no one will take that risk. Because then Russia is fighting NATO. A massive rallying cry to their population.

The destruction caused by artillery is more physchological than anything else. Demoralising. The field has to be leveled. Better late than never.
