All neutral states seek to have a vigorous domestic arms industry if they can precisely because they are neutral. Look at Sweden . For a neutral state to not have a domestic arms industry is abnormal as far as I know. If you are not in an alliance, you spend more on defense and seek to produce a lot of your own arms if able to.
