Probably, but wouldn’t surprised me if they add one more as well. With Rudiger taking up one spot, they currently only have Militao and Alaba as senior CBs to partner him, both of whom tore knee ligaments last season. Alaba is still a good way from fitness and while Militao got a couple of appearances the last few weeks of the season hasnt yet demonstrated a return to full fitness.
I’m not sure if that is a case of cooking the books.
