Won’t happen due to Saudi political situation regarding Israel.

Saudi ban Israeli passport holders and anyone with evidence of having travelled to Israel, so as long as Israel is in Uefa, Saudi won’t be able to join unless they change their immigration policy in regards to Israel.

Remember Israel was originally a part of AFC until the Arab countries refused to acknowledge Israeli passport holders and they were forced to apply to Uefa for membership, so as long as other arab countries like Syria, Lebanon, Iran refuse to acknowledge Iraeli passports then Israel will remain a part of Uefa so any country wanting to join Uefa will have to also open up immigration process to Israeli citizens for players, officials and supporters to be able to safely travel
