I don’t think that is much of a consideration. Nobody actually wants the Gaza strip now, it is a millstone. Israel is simply observing a formality that any honest military man knows cannot actually be complied with anyway. Moving ~ 1 million people around 20 km in 24 hours is a logistical nightmare, an impossibility when there are no remaining communications or transport. Double that impossibility if Hamas (as local authority) is actually opposing the idea.

I think that is a minor consideration at best. The deposits off Egypt are significant, uncontested, and are only just beginning to be tapped. The energy reserves add some value, but don’t alter the basic dynamic.
