The nuclear program is not a ruse. The nature of the Islamic Republic and it’s revolutionary nature and fundamental hostility towards Geopolitical Big Boys; makes Iran one of the least likely candidates with getting away with rushing for the bomb (if Khamenei had so decided).
But if you are asking what many powerful actors wants, then sure, they want the Islamic Republic gone, but vast majority doesn’t believe it can happen like this. But the nuclear program is hardly a ruse. I don’t entirely understand why you think it is so.

An interesting read, I just finished it. In that book he says that, confronted with what he calls Borgia-types emerging everywhere ( people ready to do anything to get more power, influence and money, like the Borgias in the past, ie. Putin, Trump, Netanyahu, Xi and many others ), we have the signal that the post-ww2 era , based on a reciprocal menace of hit-back by nuclear weapons, and which allowed the international law to settle in, at least in part, is over.
He sustains the theory that new techniques are allowing cheap, but effective attacks of all kinds, for instance on infrastructure, electrical systems, disinformation through the big social media etc. All domains which are difficult and expensive to defend, but easy to attack. Everything we’ve seen for instance Russia using very effectively in the past decade against in theory stronger opponents, like the US or Europe.
And you have also what he calls the ‘techno-conquistadors’, the Musks, Bezos, Altmans, who have now allied themselves with the Borgias, and who are looking for monopolistic world domination through their techniques, each in their specific domain.
For these people, we are at best consumers who are on the best way to be enslaved to their products, and at worst cannon fodder.
Faced with all this, we are like the Aztecs in front of Cortez and his gang: we passively watch on as they prepare our downfall and enslavement. Because we know no answer to their aggression.

Last night I was watching DW, and the reporter covering some Tel Aviv openly said that they are encouraged, to the point forced, to cover the sites of civilian destructions but the strategic (not just military) sites are totally off-limits.
