I think the calculus might be (for Lukashenko) that were Belarus to enter the war then there would be every chance of another popular uprising and Putin , being otherwise engaged , might not have the wherewithal to suppress it this time around.
Belarussians are not Russians and have more in common with Ukraine culturally. Many thousands of Belarussians are volunteers in Ukraines army.
Lukashenko has famously balanced Russia political interests with his own. Inside Russia’s sphere, but he keeps them at a slight distance.
Lukasheko is actually fairly good at power broking and understands Kremnology very well.
And his regime is not stable and its army would take catastrophical losses at the start of a war (would take them a year at least to learn the war, )
I thought Luka would maybe not fold like this, but when I think about it, the consequences of UKR bombing Belarus and Belarus forced to retaliate, would be deeply shitty for him and his regime.
