But crucially every single time someone in a position of authority on a covid related issue comes out with some light at the end of the tunnel thing like this, itās a red rag to every person who feels like going out and breaking the rules.

Cynical view. There will be administration costs of putting bread and baked beans into a bag. And consultation fees. Itās common knowledge that nothing can happen without a Tory ministerās cousin advising on the process.

Iām guessing those would all be reimbursed seperately to the companies involved as you wouldnāt want to impact on the Ā£30 value for he kids

I think the way it works is that schools can buy in those services (food parcels for vulnerable families) and are then reimbursed by local authority to the tune of £30 per fortnight per child, who are then reimbursed by national government.
My problem with the scheme is that it would be far more efficient to give the families supermarket vouchers (which would present less opportunity for top slicing) and more efficient still to just families the cash, although thatās not possible as we all know poor people donāt love their children and would spend the money on crack and tellies.
