The 1922 Committee’s rules and procedures have no relevance other than tactical to the opposition. They could announce they have changed their rules and will allow a vote next week, Labour can still trigger a vote of no confidence if they can get it on the order paper.

I think there is a basis for Labour to consider forcing a no confidence vote they don’t necessarily win. Force Tory MPs to hold their nose and vote for Trump for short-term survival, then pound them relentlessly with their own voting record. I am not sure of the UK rules on how often a non-confidence vote can be called however, so that might end up giving the Conservatives more time than they otherwise might have had.
