Probably because the chancellor keeps his job and Rishi is unlikely to stray too far from orthodoxy. He will look for tax and spending cuts, which is unlikely for doing much for growth.
Biggest issue for him will probably be on his cabinet - it will probably struggle to get anything worthwhile through and will revert to culture wars.
