Maybe they got lucky? I think from the period 2020-22 organised leave was a non-starter. This year they have been unable to get and more than 6 days synchronised. They work in completely different departments which possibly doesn’t help.

Or possibly is helpful. Losing 2 key members of staff from the same department (for the same period) is trickier than 2 separate ones.

There are some things that can be done

Bring criminal proceedings in the most egregious fraud cases.

Strip perpetrators of titles and privileges.

Embed the idea that the Conservatives facilitated mass fraud of the taxpayer in every voting subconscious.
