The beach in question allows cars on it. Perfect. It has beach patrol during the day 9-5, toilets and it gets cleaned etc. Also allows boat launches (mainly jet skiās).

Natural monopolies probably should not be privatized. It is just too hard to get the regulation right, too easy to construct exactly this sort of scenario.
