Reading between the lines, this likely is talking about verifying vote by mail ballots. In most states you have to sign the ballot envelope and that gets cross referenced against your voter registration signature, which in NV for most young people is when they got the drivers licence at 16 and likely havent used their signature again since.
EDIT: Although this seems to suggest it is talking about in person voting today
