I’m not sure how to read Man City’s transfer activity. Is it a sign that they are getting away with it, or that it will be a minor slap on the wrist?
Or is it a sign that they are going to get punished more harshly, and so they are doing a bit of shopping now, on players who might stay with them a while, as they look to build it up again for another cycle after the punishment hits?

I wont rule out fuckery, but I think the two big issues that explain a lot of it are 1) once Pep found his squad he really hasnt turned it over very much, and 2) they are now in the second phase of the abramovic model where the initial ill begotten funds are fueling a good amount of their business. When you raise 100m a summer from kids and fringe players it is difficult to find yourself in a position where your net spend is that high.
