It was not actually banned. The player who takes a free kick cannot be the player who next touches the ball. The upward flick is both the first and second touches.

I also recall some issue in the 90s where someone tried a variation using a one footed scoop, but the kill joys found issue with that as well for a lot more dubious reasons.
