Undertakings that he will have no operational involvement or influence might be sufficient or that he’ll take no part in any board discussions in relation to club affairs.
For the record, I think it’s bollocks too but there are still likely to be entirely legitimate and proper reasons for not making such assurances public, regardless of their robustness.

0% chance of them getting a Harry type player. The best they could get will be a Bale/Coutinho type (quality older player that has already or mostly won everything they can), or a few quality PL players that aren’t good enough for Champions League or that are unlikely to play in CL or EL in the near future. They will have to overpay for these transfers in both fees and wages. Other than that they are 100% not getting a high profile player within the next two years or longer, depending on the progress of the club.

Late in the convo on this, but I have to say folk in the media are missing the point when it comes to the “morality” of this or that ownership. Yes, Newcastle’s is more problematic due to the Saudi issue. But it’s the whole model that’s broken, as the Super League demonstrated last year.
Oligarchic capitalism in football needs to die. Moving towards a fan ownership model must be the aim - the German system is a valuable step as part of that. The Amanda Staveleys of the world - private equity investors and the like - shouldn’t have more of a say in how a football club is run than millions of supporters.
