From what I have seen from official sources, the perpetrator is a Saudi national, aged 50, who has worked as a doctor since 2006 and is not known to have any islamist connections.
One would assume that the police are now trawling through his effects.
This would partly account for why the existing security measures failed to show any warning.
I don’t expect to hear a full assessment for a few months, mainly because this would prejudice any criminal trial.

I’m not familiar with who ‘Ian Miles Cheong’ is. That said, not that important either way, when the tweet is essentially a video of someone else, more or less.
I usually scroll down on the sources I use on twitter to see who they are, what else they post and if I think I can trust them. But that’s me.
He is just an opinion megaphone, not a source. But anyway, I don’t want to spend time discussing him or sources. I have my girlfriend here and I am leaving back home tomorrow.

The cynic in me has always felt as though many of these are false flag operations often designed to increase support for the far-right. It’s a well-known effect by now, that such acts have that effect, it’s not a big leap for someone who wants to muddy the waters to do that.
It’s just a propagandist reposting a video of another propagandist.
