I think teams can return and there are plenty. Their youth set up will probably be the answer.
Not Football League but automated Promotion to the football league and it’s gone down to the wire with 2 points separating York and Rochdale and not only did Rochdale score in the 99th minute to keep it alive.
They both play each other in the final game next week.

Not the first and won’t be the last. There is however a decent record of clubs dropping down and bouncing back up.
I remember Peter Spiring, but only because you mentioned him. That must’ve been the season Phil Boersma scored quite a few goals, as I recall.

I don’t have any live coverage, but the bottom of league 2 is intriguing.
One of Harrogate, Newport, Crawley or Tranmere is destined for the drop out of the league.
I have a pal at the Tranmere match (looking a bit grim - they have been in dire form).
Currently, both Newport and Harrogate are a goal down with the latter in the relegation slot.

Tranmere equalise and move on to 41 points.
So it’s Harrogate and Barnet that go down. Tranmere managed a draw in the end but other teams were worse.
I’m wondering if we will hear something on Tranmere’s sale soon. Mark Palios has claimed that a sale was imminent, but I suspect that the investor wanted to know whether their league status was secured first.
At least that would indicate that the investors see them as a proposition as a sporting team.
