It turns out this referenced the admin resuming collections on defaulted loans. The Trump admin deferred collection on defaulted loans as part of Covid relief and neither he nor Biden ever restarted them understanding that it probably wasnt the best thing for the economy at that time. This is meaningfully different than presented by Leavitt, surprise surprise
