This was reported to be Homanâs plan, and was implemented specifically because the cruelty of it was hoped to be a deterrent. But that was a Trump era plan of which there was nothing analogous to it under Obama or Biden.

Tarrifs create material damage, material wounds. Certainly grievious harm for Canada, since it exports so much to the US. But the immaterial attacks, the threats, betrayals, uncertainty and the strong hostility; is what creates true loathing of the United States. This is certainly true for Europe. Of course, Europe less wounded by tarrifs than Canada, so maybe some Canadians will see that as worse, but the tariffs are certainly not the main problem europeans have with the Americans right now. Far, far from it.
