Clinical Trials are almost entirely global these days. This is partly an economic issue but also partly one of ethics (if you are going to sell a drug in a market some of the data on its benefits and risks should be obtained from that market). So for most markets, where the drug is tested has pretty much zero relationship to who makes the drug.
The cost of development and testing has just as little relationship with the price they drug companies charge payers. They claim it does, but it really doesnât. Outside of political lobbying they will freely admit that they charge whatever they think a payer will pay for it and so the differential costs of testing the drugs really has little bearing on how much people pay for it in the end.
Chinese 10% tarrif versus US 30% tarrifs, will be easily sold as a significant victory to the base.

Of course the other thing as @Arminius pointed out is if they cannot claw everything back R&D will get significantly scaled back. Right now the big swings are taken because they know there will be drugs in their portfolio they can charge exorbitant costs for that will cover the relative lack of profitability of others.
As I said above, R&D costs dont really impact the price they charge, but the effect absolutely does swing the other wayâŚlimiting what they can charge across their portfolio will reduce their risk tolerance and result in few big swings and an overall reduction in R&D investment. Which frankly sucks balls for me
