The obvious part of the broader strategy (to me) is that this “process” stays in the headlines - ergo lots of high media worthy targets are in shot. Just the fact that this is happening, as reported, is likely sufficient for the fan base. The added bonus being that it inflames the loons…
FEMA normally handles taking care of visas for that kind of thing. Canadian electrical workers nominally need a work permit when they are deployed across the border to assist US states. In the normal course, those crews are on site and working on emergency response well before those permits are in hand. You wonder that will look like from now on.
