It directly aids the struggling Russian fleet. Grounding that, was talked about as a card (not the best one, but one of many) to end the war a couple of years ago and they are desperate for spareparts. Again, it makes no sense. Nothing positively has changed in Belarus since sanctions were first enacted, to the contrary ! They have signed a pact with Russia to station short and medium range nuclear missiles (which with another US president, would have lead to a response), they have deepen cooperation in the war and the last election is still a scam; the opposition totally crushed. Belarus is right now, at this very moment, building a launch base for nuclear missiles:

But there is sanction relief and then there is sanction relief. I hardly mind rewarding Luka for releasing prisoners. But Lukaās crackdown continues, so does his military build up. It baffling to then relieve the sanctions that hurt the most.
