Remember, the Russia investigation started in august 2016, 3 months before the election, after Obama sanctioned Russia for the DNC hack and everyone in the IC got highly sus that Russia did nothing overt to respond.
Also, the FBI were talking to Steele as early as July (in a completely different thread than the official Russia investigation).
Claims that actions were taken because trump won just requires people believe 3 is smaller than 1. Remember, Flynn being caught back channeling to the Russians was such an explosive story precisely because there was so much smoke already about the trump team and Russia during the campaign

The Russia thing was so unsatisfactory to me. Mueller was old school, slow and thorough. But the world had moved on and it needed to be tighter and more aggressive. By the time the report was coming out, Mueller’s work was ‘interpreted’ as William Barr took over and inserted himself to smooth the way, turn it into soundbites, and enable Trump.
It was a disgrace. There was plenty there that should have sunk him, but the presentation and PR all went in Trump’s favor. Sad that it came to that.
The current Epstein story should sink Trump, but nobody thinks it will. He wants it to go away, but that’s not happening either, so we will see. He holds the levers of power and I think it will be like the Russia report in that whatever comes out will be massaged in Trump’s favor. If it even gets that far.
