Actually, I think they start impeaching the most egregious officials - though DoJ is currently run by someone who has not been approved by Congress, and therefore not subject to impeachment. Hegseth is a likely target.
I think what this term has brought to light is there is no law that can be effective at reigning this in if you have a congress unwilling to satisfy its article I responsibilities. Obviously we saw some of that in his first term, especially at the end with the second impeachment vote, but this term its just a total vacuum where oversight and checks and balances are supposed to be. Senator Cassidy who recently lost his primary is a textbook example - voted to approve RFK despite knowing he was a dangerous charlatan who would do serious damage to our public health system, and just this week did an about turn to change his vote on the war powers resolution the moment he lost office and had nothing left to preserve.

It is very murky and like a lot of Trump related legal issues there isnt a good answer because of how unprecedented the shit he’s doing it so the legal theories are described as “untested”
I think the main avenues you look at it is that the IRS has the authority to audit people given to them by law from an act of congress. The executive branch cannot unilaterally over rule that. So there is a sense to say that an incoming admin could look at the agreement, determine it was illegal and nullify it. That doesnt follow that the IRS would then necessarily do a full investigation because that would then look targeted (though justified). It would be politically toxic. With the broad cuts to IRS investigatory resources it is questionable what capacity theyd have to do it. And it would be open to legal challenge by Trump which would almost inevitably end up at the Supreme Court. At the outcome there is not decided by law but just whether this specific case is worth them torching precedent to get the political win they want so who knows how that would play out.
This sort of crossing the lines of executive power into where congress has defined statutory authority is open to challenge by what is called the administrative procedure’s act. This is a basically a thing that is supposed to protect congress’ ability to pass laws and have the executive branch follow them. But again as obvious as this looks, the novelty of the specific circumstances leave a lot of questions over who would actually have the standing to start such a case. To file this sort of case you have to demonstrate harm and the courts can be pretty picky about that. It is not enough for me Citizen x to say the country was harmed by such self dealing. It may not be enough for congress to say their powers were hurt by such a violation of their statutory authority. Essentially its another case where if the supreme court decided they wanted to let him get away with it they could.

As for blocking any future tax investigation against Trump himself alongside his delusions for creating, and thus protecting the Trump family dynasty from the IRS… It seems if the slush fund is sanctioned, then the other part of the agreement (which is being called the ‘weasel deal’), will be extremely difficult to overturn further down the road… but we live in hope some bright spark; and Raskin might be the guy to do it; gets them banged to rights at some future juncture…

Raskin made a motion to subpoena five top Trump administration officials: Acting Attorney General Todd Blanche, Associate Attorney General Stanley Woodward, Treasury Secretary Scott Bessent, IRS Chief Executive Officer Frank Bisignano and Treasury Department General Counsel Brian Morrissey.
While it’s unclear if he – or anyone – can stop this from happening, devoted defender of the public Jamie Raskin is making sure it at least won’t be easy for them to get away with this outrageous theft of public funds.
He needs Republicans on the committee on board though to issue subpoenas.
