The last couple of Euros that both England and Scotland qualified for they both ended (purely by chance) in the same group.

My guess would be to save associations from wasting money on multiple failed bids. It also allows UEFA to prioritise those bids that already have most infrastructure in place whilst still guaranteeing those that need to build stuff a tournament at the end.
