Given that the accounts are published every year you can’t really say you have to be part of the inner workings of the club to have any insight into the club’s financial position.
And not being a party to the inner workings of the club should certainly not be a barrier to raising issues for discussion on a fan forum.

It’s a one off and expect us to be frugal with one signing next summer but as that BBC article suggested we can do this, we have the capacity to stretch to 200m net spend.

Ah but those talked about an “outline of agreement” and a “deal in place” this is an “agreement in principle” - very, very different kettle of fish and fully worthy of exclusivity 
What about ‘a broad agreement’? I’ve seen that used a few times. All nonsense of course.
